I just came across this great thread at the SearchEngineWatch forums called Link Building 101. The first two posts contain a wealth of resources for starting and maintaining a link campaign.
But what I found most interesting was the post by Mike Grehan. (You have to scroll down to post # 12). His point is that search engines are looking for a way to de-emphasize linking, much the same way they reduced the emphasis on on-page optimization.
(The filthy rich article is a very interesting article if you want to learn about why the whole emphasis on links has turned out the way that it has. In a nutshell, the 80/20 rule applies to the search world much as it does to the real world. I bought Mike Grehan's SEO book a while back, and it will be interesting to read the new edition when it comes out.)
